Patrick is IMC’s Director for Europe, Central Asia and the Middle East, and Director for Frameworks. He has more than 20 years’ experience in the fields of highway engineering, transportation planning and institutional strengthening of central government organisations.
He has been involved worldwide in multi-modal transport policy development, public sector reform, governance, and the institutional strengthening and capacity building of public sector agencies; and particularly in project planning and management in the highways and transport sectors.
During the last 18 year,s he has been engaged as a specialist consultant and project manager on a number of government organisation restructuring and public sector agency capacity building projects in Central Asia, South Asia, the Middle East and the Caribbean. He is responsible for the management of ongoing consulting service frameworks with DFID, the EU, EBRD and the EIB.
His current role also includes being responsible, as IMC project director, for ongoing multi-modal transport sector projects in Central Asia and also on high profile region-wide projects in the Middle East.
