Luis is an experienced architect, urban designer and planner and a researcher on disaster risk reduction, urban poverty, vulnerability and displacement.

Luis has more than 15 years’ experience designing and delivering architectural and urban development projects including low-cost housing schemesstrategic urban plans, masterplans, transit-oriented development, and post-disaster and post-war reconstruction programmes. This has involved planning new settlements and construction of schools, community centres, public spaces, and evacuation centres. 

He has worked on large-scale urban planning and urban regenerationinformal settlements upgrading, and construction of affordable housingBefore joining IMC in 2019, Luis co-led plan for the post-conflict reconstruction of a city in Somalia and worked on the implementation of a post-disaster reconstruction programme in Sri-Lanka following the 2016 landslides. He has also worked extensively as urban designer and project coordinator (construction) in the UK.
