His experiece includes the design and delivery of masterplans, low-cost housing schemes, schools, community centres and evacuation centres, the implementation to post-disaster reconstruction programmes, strategic urban plans, and transport-led urban development.

He has proven experience working with government entities, communities, and the private sector. Pior to joining IMC, Luis was involved in the implementation and monitoring of a reconstruction and settlement programme in Sri Lanka (ADB-funded) following the landslides that affected several areas of the country in 2016 and 2017. He was a key person in the elaboration of a strategic development framework for a Somali city as part of a DANIDA-funded programme.

He has coordinated the design and construction of various architectural projects, including a 937 units housing scheme, the construction and refurbishment of various residential tower blocks, a primary and secondary school, and a community building, among others. In addition, Luis has gained experience as a researcher on community-driven development, disaster risk reduction, urban poverty, vulnerability and displacement.
