Francisco Riera

Project Manager, Project Management Unit

A politically-aware, driven professional, with over 5 years' experience undertaking international development projects, focusing on social protection, disaster risk reduction and human rights.

Currently, Francisco works as Project Manager in the Project Management Unit at IMC. Primarily, he is working with the Global Programmes and Africa Region, contributing to the successful delivery of different projects, including Ideas to Impact, Frontier Technology Livestream, Compass, and BRACE II and three EU funded Technical Assistance Projects in Uganda Road Sector. Moreover, Francisco was the Project Manager for two Supply Chain Mapping projects delivered in Mexico, first IMC projects in Latin America.

Prior to joining IMC, Francisco worked in the Paraguayan National Emergency Secretariat as Head of the International Affairs Unit. He represented Paraguay in several meetings at both multilateral and intergovernmental levels.

Francisco was also the designated focal point for international donors and carried out regular monitoring of the implementation of all donor-funded Government initiatives within this sector.

In addition, Francisco worked within the United Nations System in Paraguay, particularly in the Office of the United Nations High Commissioner for Human Rights and the United Nations Development Programme. During his time in these agencies, he supported the project management of several initiatives with a focus on poverty reduction, disaster risk reduction, and human rights.

He also has five years volunteering experience as a Firefighter in Paraguay. 

Francisco completed a MSc in International Development, where he focussed particularly on the role of social protection policies in Latin America. His dissertation studied the intended and unintended effects of conditional cash transfer programmes on Citizenship.

Francisco is fluent in Spanish and English with intermediate levels of German and Guarani.
