IMC’s services had been originally procured to provide support for the country’s development of a larger grant ($300 to 500 million) for implementation, known as a Compact. However, a shift in Sierra Leone’s eligibility status meant that this had to be postponed. The Threshold Program will assist Sierra Leone to overcome institutional challenges and become eligible for the full Compact at a later time.
The power, water and sanitation sectors were identified as key sectors during the Constraints Analysis (CA), carried out by MCC in 2013. Accordingly, this program aims to support the Government of Sierra Leone in its efforts to stand up and build the capacity of the newly established independent regulator – the Electricity and Water Regulatory Commission (EWRC) through the following activities.

IMC is providing services including technical guidance to MCC, technical review of work completed by third parties (Environmental and Social Impact Assessments, Strategic Environmental Assessments, Environmental and Social Management Frameworks, Social and Gender Impact Analysis, Environmental and Social Management Plans, Resettlement Action Plans, Resettlement Policy Frameworks, IFC Performance Standards and National Legislation Gap Analysis, Institutional Capacity and Risk Analysis), and the design and execution of environmental, social and resettlement analyses.
The work also includes building the capacity of the GoSL ministries to apply national environmental and social safeguards (e.g. EPA), to manage, deliver and QA environmental and social impact assessment and resettlement due diligence associated with proposed infrastructure development.
The scope of work to be delivered by IMC follows the development of the proposed Threshold and Compact projects by the Government of Sierra Leone (GoSL) and Millennium Challenge Corporation (MCC), their screening, procurement and implementation. Due to its demand driven nature, this project is benefiting greatly from IMC’s wide reaching and long established network of trusted internal and independent experts and partners and our well-practiced ability for fast mobilization and responsiveness through effective project management.
