Rosario Leon

Principal Consultant, Monitoring, Evaluation & Learning

Over thirty-five years of experience in international development, monitoring and evaluation, programme management, strategic planning, organizational development, rights-based approaches and gender.

Rosario Leon has over 35 years’ work experience in monitoring and evaluation, programme management, strategic planning, capacity building, local and international development. As Principal Consultant in Monitoring and Evaluation with IMC Rosario brings expertise in monitoring and evaluation, capturing and systematization of lessons learned, particularly on advocacy and economic development, designing and implementing strategic planning, development of guidance and tools, programme design and programme development.

Rosario has designed and implemented effective monitoring and evaluation systems; she has conducted reviews and multi-stakeholder evaluation processes in the Americas, Europe and Africa and she has developed key performance indicators for the monitoring of strategic priorities.

Rosario has worked and lived in Peru, Brazil, Haiti, Switzerland, the Netherlands and the United Kingdom. Rosario has worked extensively in the Americas region where she was Programme Analyst with the W.K Kellogg Foundation and International Coordinator for Impact Assessment and Shared Learning with ActionAid International.

She also worked with Plan International as Global Manager for Programme Accountability and Learning.  Rosario has undertaken MEL related activities across various technical sectors such as gender, income generation, public health, food rights and organizational development.

“No matter how well designed and implemented a programme or project is, its impact will remain invisible and lost if there is no quality evidence that shows what changed (or not), why and for whom. Likewise, evidence will remain meaningless if it is not translated into learning and action.”

Qualifications

M.A in Development Studies, Local and Regional Development, International Institute of Social Studies (ISS) of Erasmus University Rotterdam, The Hague, Netherlands. 

Post-Graduate Diploma in Gender and Development, Institute of Development Studies (IDS) at the University of Sussex, Brighton, United Kingdom. 

B.A in Social Work, Pontificia Universidad Catolica del Peru (PUCP), Lima, Peru.
