Don is a Senior Technical Director, responsible for providing advice and technical support for public sector agencies in institutional and organisational projects throughout the world.
Much of his work has focused on developing appropriate legal, financial and institutional frameworks and associated organisational, HR and change management issues.
Don has worked with roads administrations in Ukraine, Bosnia and Tajikistan in the areas of road sector institutional reform and financing, and business management planning.
He has also worked in Kenya, Mozambique, Sierra Leone, Tanzania, Uganda and Zimbabwe, where he has advised on institutional and organisational restructuring of roads administrations and road fund organisations.
In 2011, he was a member of the team that developed the Transport Governance Indicators for Sub-Saharan Africa, in an assignment financed by SSATP (Sub-Saharan Africa Transport Policy Programme).
Between 2007 and 2016, Don provided support to the Project Management Unit of Private Infrastructure Development Group (PIDG), a multi-donor funded initiative, helping develop and support the Results Monitoring System.
