Worldwide: Evaluating the World Bank’s Development Marketplace

IMC Worldwide was appointed by the World Bank in 2014 to evaluate the Development Marketplace Program (DM). The DM is a competitive grant programme that identifies and funds innovative, early stage development projects that are scalable and/or replicable, while also having high potential for development impact. The grant beneficiaries are social entrepreneurs with projects that aim to create jobs and/or deliver a range of social and public services to low income groups.

As the evaluator of the DM, IMC developed an M&E framework to distil lessons and experience about the use of competitive grant financing and other aspects for non-state actors. In addition, we provide support and advisory services to the World Bank in order to develop a new results framework and M&E plan for the restructured Development Marketplace program. This involved identifying indicators, data sources and survey tools that could be used in the future Development Marketplace deployments.
