Supporting Swaziland’s National Physical Development Plan

Within a European Union-funded project, IMC is working with the Ministry of Housing and Urban Development of Swaziland to support the National Physical Development Plan (NPDP) from 2017 to 2027.

Swaziland’s National Physical Development Plan will identify action plans and implementation strategies to respond to planning development needs for a period of 10 years.

The Plan will have solid components on land use, housing, informal settlements and community facilities, apart from considering infrastructure and institutional responsibilities.

The aim of the first phase of the project is to update the previous NPDP issued in 1996 by analysing the spatial, topographic, economic, environmental and social changes developed in the last twenty years, while incorporating the latest large-scale infrastructure projects.

The identification and analysis of existing trends will be key to understanding the background study of the country, urbanisation and human settlements patterns. The study will also give a physical dimension to documents such as the Sustainable Development Goals, the New Urban Agenda, the government’s National Physical Development Strategy towards Vision 2022, and other important sectoral and regional policy documents.

The first phase will include a stakeholder consultation analysis to identify relevant partnerships and levels of cooperation and coordination between government, private sector and non-governmental organisations, which will help an effective implementation of the plan.

The second phase of the project will translate the situation assessment into a set of strategies and recommendations to accommodate the economic and population growth. It will identify action plans and implementation strategies to respond to existing and physical development needs for a period of 10 years.

Phase 2 will ensure inclusive, safe, resilient and sustainable development to support links between urban, peri-urban and rural areas by strengthening national and regional development planning. The evaluation of existing land tenure systems (Swazi Nation Land vs Title Deed Land) will be essential to make specific recommendations on the optimal use of land for the development of human settlements.
