Mozambique: Monitoring of results of the national water, sanitation and hygiene programme

IMC is providing independent monitoring of results of the Mozambican Government’s national water, sanitation and hygiene programme, with a focus on central level and decentralised levels in Zambezia and Nampula provinces.

The UK Government approved a £38.5 million programme to assist with the transformation of rural water, sanitation and hygiene (WASH) in Mozambique. 

The project consists of financial aid to the Government of Mozambique to support the implementation of its national WASH programme, assistance delivered by a Capacity Building Agent (CBA) and an independent monitoring partner to verify results.

In 2016, IMC was appointed as lead consultant, in association with WaterAid Mozambique, to provide independent monitoring of results of the programme, with a focus on central level and decentralised levels in Zambezia and Nampula provinces.

IMC is verifying implementation against key performance indicators for decentralised service delivery as agreed between the Department for International Development (DFID), the National Directorate of Water Affairs (DNA) and the CBA. 

IMC is providing the following:

  • Support to DNA and CBA to establish a comprehensive monitoring framework for the programme, reflecting service delivery as well as capacity building performance.
  • Assistance to DNA and the CBA to establish and monitor a discreet set of value for money measures for the programme.
  • Regular reviews and monitoring of implementation of programme-supported plans, budgets and funding requests.
  • Verification of results, including outcomes and sustainability, delivered through two yearly field checks in selected districts in Nampula and Zambezia provinces.
  • Delivering regular reports on results against key performance indicators linked to DFID’s financial aid and capacity building support.
