IMC has been contracted by the Department for International Development (DFID) to undertake an independent review of the Sustainable Energy, Access and Gender (SEAG) programme.

IMC Worldwide, in association with the University of Portsmouth, has been contracted by the Department for International Development (DFID) to conduct an independent review of the Sustainable Energy, Access and Gender (SEAG) programme.

The £16m SEAG programme aims to deliver evidence that will shape the global effort to provide university access to sustainable modern energy services by 2030.

IMC’s review will inform DFID and project partners about the evolution of the programme’s theory of change, current performance, achieved and potential outcomes and impacts, the extent of and plans for external engagement and uptake and the likelihood of sustainable benefits.

IMC is assessing and providing recommendations on updates to the programme’s Theory of Change, and – following data collection, analysis and reporting – will make recommendations on the following:

  • Opportunities to enhance performance and Value for Money
  • The programme’s research use, uptake and dissemination strategies
  • How the individual projects can best collaborate to deliver programme outputs, outcomes and impact
  • Subsequent monitoring, review and evaluation activity which could enhance measurement and learning on the programme’s achievements and limitations
